Looking to open a saving account for my sister she only 10 where can i open saving account with high APR for her?

You may consider starting from 10% APY savings account (for balances up-to $500) from Affinity Bank.
I do not have experience with opening accounts for minors but I do not think it should be a problem as long as you are joined to the account as a custodian. You may want to check which bank from those listed in this thread you like and then contact its customer support to find out if they open custodial accounts. I heard that ING Direct allows to open such accounts but its rates are not the best anymore.

Guys I need something else this bank accepts kids 16 and up my sister is 9 years old
