credit card that is good in US and Europe for sharing account?

can you have an account that is useable in USA say with VISA and someone in Europe can access and use the same card to purchase items when I am providing the cash in form of dollars? Trying to provide access to cash to a family member while I am working in USA without the hassle of wiring money all the time?????

You can send your relatives your credit card or/and bank check/ATM card to use in Europe... I do not see any problems here except that you will likely be charged the 1 - 2 % currency conversion fee by many if not most banks and credit card companies for using the card outside US.
