What is wrong with this picture? If the bonus is for opening a checking account, then why would they care how many times you use your credit card? And if it's a debit card that Citi is referring to then why would they also require DD or 2 monthly online bill payments? I think Moosy was misinformed about the hoops that you must jump through in order to receive the bonus.
