If you have a valid driver license and apply as a citizen or permanent resident, there is a good chance that you can get a Citibank account open. If you declare that you are not a citizen or permanent resident, you will most likely not be eligible for any Citibank bonuses anyway. The choice to apply as a citizen or as a non-permanent resident is yours.
