If you have a valid driver license and apply as a citizen or permanent resident, there is a good chance that you can get a Citibank account open. If you declare that you are not a citizen or permanent resident, you will most likely not be eligible for any Citibank bonuses anyway. The choice to apply as a citizen or as a non-permanent resident is yours.

This promotion is limited to people who receive a special invitation from Citibank in the mail based upon their Citibank credit cards. They check the database of people they sent the promotion to, and if you're not on it, you're not going to get the $200.
