I should mention that you should speak to your dealer's finance manager ahead of time to see if this rebate is listed in their system (they have a computer that shows them all current offers) and you will then have to call USAA to get an approval code. When I called USAA they tried to shuffle me into using their car buying service, but this is not a requirement to get the rebate. They also wanted to send me to one of their 'approved' dealers but this is also not required to get the rebate, and while their approved dealers list is fairly limited, the number of dealers that will accept this offer is far more widespread (in fact as far as I know, they all will). Just ask them for a rebate approval code and tell them you will do the shopping on your own. Then just bring that code and your USAA member card to the dealer.
It should be noted that this discount doesn't cost the dealership a single dime, so don't believe that this is part of the negotiation process. As far as the dealer should be concerned, the $750 rebate is identical to cash paid straight out of your pocket. You should be able to negotiate xx,xxx price and then just strike another $750 off the top without a single complaint from them, as it makes no difference to them from a financial perspective.
Using this $750 USAA rebate, plus $3500 in GM card rebates (for the month of June they've uncapped the GM card rebate for some people... that's another thing worth looking into... if you didn't receive a mailer about it, call GM card and see if your rebate is uncapped for this month!), plus $2750 in regular rebates, $1000 in lease conquest rebates (have any brand of car lease due back before 10-31-09), the GM Supplier discount I got for graduating college in the last 2 years, and a tad bit of negotiating of my own, I got a Saturn Aura XR 4-cyl 6-speed auto w/ leather, heated seats, bluetooth, etc, $25,500 sticker for $15,9xx before tax!! After tax I saved well over 10 grand on the car.
I could have gotten another $1000 off if I currently owned a GM vehicle, too! (GM loyalty discount)
I realize GM is having some trouble and Penske AG is buying Saturn but this is a great time to get a great deal on a GM product and support the domestic economy too. I can't help but think I paid the kind of money that would buy me a base model no-option Honda Civic, but actually bought a Camry-size/class vehicle with tons of options and near-Civic mileage. Very good buy IMO. The USAA rebate just made it that much sweeter.
