Great bank with high rating (4* at Bankrate and 5* at Bauerfinancial). Very stable rate, perfect for Texas residents.

I am surpirsed how long this 5.01% fat offer lasts (since 10/08 or earlier), especially considering that this RCA was open nation-wide previously. Even though it is fussy on the debit transactions (style and amount), it is still the best RCA around. It is now only local (MO/AR).

This is a credit union, thus it is membership vs. locality.

"Membership is open to anyone who lives, works, worships or attends school in any of the of the following Minnesota cities: Brooklyn Center, Crystal, Golden Valley, Hopkins, Minneapolis, New Hope, Robbinsdale and St. Louis Park. It also includes those in Jackson County, Missouri." The SEP (Selected Employee Group) is extremely limited (only one company).

Thus in short, don't bother if you are not lucky enough to live in those eight cities in MN or Jackson County (MO).

Further, it is not a new offer, it was offered on 12/19/2008.

Just to add: They are pretty fussy on the type of debit transactions, they have to cover every-day expenses (e.g., supermarket, restanrant) with high aomunt (say $10 per transaction). They send out warning letters if they are not happy with ones' charging pattern. Other than That, I am surprised that they are still in the 5% club since they once were open to national applicants.

West Bank (Iowa) still holds a (4%, $30K limit) RCA, even though it is limited to Iowa Residents and one account per SSN. They recently upgrade their BillPay system, which seems to be checkfree-based. The 12 debit transactions need to be non-pin credit transactions. No-pin transactions are safer anyway.
